Brian Fonseca has accepted the position of Director of Operations for the Applied Research Center (ARC) at Florida International University (FIU) effective May 13, 2013. Mr. Fonseca will oversee the day-to-day operations of ARC, provide leadership in the development of ARC’S strategic way ahead, lead ARC’s capture management team, and assist the Executive Director in building partnerships with local, state and federal agencies, academic institutions, and private sector organizations.
Mr. Fonseca joins ARC after serving as the Senior Research Manager for Socio-Cultural Analysis (SCA) at United States Southern Command. While at United States Southern Command, Mr. Fonseca facilitated the integration of SCA in the Intelligence Directorate and worked across the Intelligence Community to define and advance SCA as a component of intelligence tradecraft. Prior to his tenure at United States Southern Command, through Mr. Fonseca’s efforts, FIU was awarded several grants from the U.S. Department of Defense to advance social science research in support of U.S. partnerships in the Western Hemisphere. Utilizing project funding, creativity and networks, he established the Strategic Cultures Program and the Western Hemisphere Security Analysis Center (WHEMSAC). He also authored numerous professional and academic publications, notably Emerging Relationships: Iran & Latin America; Emerging Relationships: China and Latin America; Haitian Strategic Culture with Dr. Edward Gamarra of FIU; and Peruvian Strategic Culture with Dr. Joseph Tulchin of Harvard University.
Mr. Fonseca’s holds a Masters Degree in International Business and a Bachelor’s degree in International Relations from Florida International University in Miami, Florida. He has attended Sichuan University in China, National Defense University in Washington D.C., and is currently working towards his Ph.D. at the University of Miami. Since 2010, Mr. Fonseca has served as an adjunct professor with FIU’s Department of Politics and International Relations and the Latin American and Caribbean Center (LACC).
From 1997 to 2004, Brian served in the United States Marine Corps and facilitated the training of foreign military forces in both hostile theaters and during peace time operations. Mr. Fonseca received several national awards recognizing his efforts and strategic thinking capabilities from the Secretary of the Navy.
